The prime minister said that the objective of the expansion of the cabinet ‘is to unburden the cabinet of the workload in implementing the national budget’. She also made a reshuffle in the ministries of home, foreign affairs, energy, and environment and forest.
The ruling Awami League has ignored party stalwarts in naming new members to the cabinet. Hasina, also the Awami League president, on Friday dropped such stalwarts from the party leadership.
However, this was the second expansion of, but the first reshuffle in, the cabinet after the Awami League-led government had assumed office on January 6 following a landslide victory in the December 2008 general elections. Hasina expanded her cabinet first on January 24 by inducting six state ministers.
The president, Zillur Rahman, administered oath to the new cabinet members at about 11:00am in a ceremony at Bangabhaban where Hasina, a handful of ministers, lawmakers and high civil and military officials were present.
Mohammad Shahjahan Khan, lawmaker for the Madaripur-2 constituency, was made a minister.
Retired brigadier Enamul Huq, lawmaker for the Chapainawabganj 1 constituency, retired captain Dr Mujibur Rahman Fakir, lawmaker for Mymensingh 3, and Promod Mankin, lawmaker for Mymensingh 1, Mahbubur Rahman, lawmaker for Patuakhali 4, and Dr Shirin Sharmin Chowdhury, lawmaker (reserved seat) of Noakhali, were made state ministers.
According to the Cabinet Division notification, Shahjahan Khan was made the shipping minister replacing Afsarul Amin, who was moved to the primary and mass education ministry.
Enamul Haque was made state minister for energy, power and mineral resources, replacing Shamsul Haque Tuku who was made state minister for home affairs to fill in the position after the resignation of Tanjim Ahmed Sohel Taj.
Dr Hasan Mahmud, who was state minister for foreign affairs, was sent to the environment and forest ministry, replacing Mustafizur Rahman, who was made state minister for land.
Of the newly appointed state ministers, Dr Mujibur Rahman was given the charge of the health ministry, Pramod Mankin the charge of the cultural affairs ministry, Shirin Sharmin the charge of the women and children affairs and Mahbubur Rahman the charge of the water resources ministry.
After the swearing-in ceremony, Hasina told reporters that a tremendous workload had necessitated the latest expansion of the council of ministers. ‘We have a number of ministers, but as we have given the budget, the workload of the people in charge of the ministries is increasing,’ she said, adding that they needed to expand the cabinet for a successful implementation of the national budget.
The prime minister said the people who took oath as cabinet members were all competent. ‘Let us see how they perform.’
In reply to a question on the formation of her party’s central executive committee from where heavyweights were dropped, Hasina said the country needed new leadership and the change was made in consultation with the party grassroots. She said she wanted to run the party with the combined strength of old and new faces.
